Important HEAR Requirements Have Changed
Under current Energy Saver North Carolina guidance, HEAR fuel-switching projects are not allowed. HEAR rebates may not be used to replace gas or other fossil-fuel appliances. Electric-to-electric upgrades are permitted under the updated guidance, subject to all project-specific equipment, technical, income, cost, documentation, and approval requirements. Insulation and air sealing may also be required with certain heat-pump projects. Existing-equipment requirements changed effective September 1, 2026. ClearVolt confirms the current project-specific requirements with Energy Saver North Carolina before equipment is selected or work begins.

Heat-Pump Heating and Cooling
A qualifying efficient electric heat pump may be eligible when the household, existing equipment, proposed equipment, sizing, project cost, and documentation meet current requirements. Manual J sizing is required.
Heat-Pump Water Heater
A qualifying heat-pump water heater may be eligible under current household, equipment, project-cost, and technical requirements.
Electric Cooking
Qualifying electric ranges or cooktops may be eligible when current existing-equipment and product requirements are met.
Heat-Pump Clothes Dryer
A qualifying heat-pump dryer or eligible combination unit may be available under current program rules.
Supporting Electrical Panel or Wiring
Panel and wiring rebates are supporting measures only. They may qualify when required to enable an eligible appliance or measure on the same application.
Insulation, Air Sealing and Ventilation
Qualifying improvements may be supported and may be required with certain HEAR heat-pump projects, depending on current standards and the home’s condition.
