HOMES supports qualifying combinations of home-energy improvements when an independent assessment and energy model show that the proposed project can achieve at least 20% modeled energy savings. ClearVolt coordinates approved projects but does not determine the modeled savings or program eligibility.
What HOMES Requires
HOMES is not a rebate for selecting an appliance from a list. The process begins with income verification and an independent professional home-energy assessment. The assessment, energy model, current equipment, proposed measures, project cost, and household income all affect the potential project and rebate level.
Income or categorical-eligibility documentation
Household income details or documentation of qualifying-program participation.
Utility-bill information
Approximately 12 months of utility-bill information for energy modeling.
Independent energy assessment
An assessment by an authorized independent energy assessor.
Modeled energy savings
A proposed package achieving at least 20% modeled energy savings.
Program approval
Program review and approval before work begins.
Qualified installation
Installation by participating qualified contractors.
Documentation and verification
Required photographs, documentation, testing, permits, and inspections.
What HOMES may include, subject to program review
The final package may include HVAC, duct, insulation, air-sealing, water-heating, ventilation, or related improvements when supported by the assessment, energy model, and current program rules.
